Short term rental ACCOMMODATIONS on the sunshine coast
There is growing concern regarding the possible impacts of Short Term Rental Acommodations (STRAs), notably noise and reducing neighbourhood/community feel. Recently concerns have been raised in many jurisdictions that STRAs reduce the supply of affordable rental housing. However there are positive impacts such as increasing the supply of tourist accommodation and assisting property owners to earn income to offset housing costs.
There is no single source of information with respect to how many STRAs are currently active or specific data regarding the actual benefits and impacts are in our communities. With more specific information gathered, an informed conversation can take place about what next steps may be needed to support STRAs as well as address or protect from community impacts.
Staff conducted a series of three public information meetings on the affordable housing and short term rental accommodation policy projects in November 2017. The Public Participation Report was considered at the February 8, 2018 Planning and Community Development Committee and is available here.
At the March 8, 2018, Planning and Community Development Committee a report was considered that provided staff’s analysis of public engagement feedback and provided options for moving forward; it is available here.
Proposed Zoning Bylaw Amendments
Proposed zoning bylaw amendments to implement some of the policy options were presented to the Board for First Reading on October 25, 2018. The proposed bylaws and staff report can be found here.

The SCRD Board adopted a resolution on February 27, 2020 to remove provisions for short term rental accommodation and temporary use permit from proposed bylaws, and gave Amended Second Reading to the revised bylaws.

The Board has adopted amendments to the Municipal Ticket Information System Bylaw No. 558, 2006 and Bylaw Notice Enforcement Bylaw No. 638, 2011 to increase fines for short term rental accommodation infractions.
